Subject: CORRECTED COPY: Capture of Vehicle Color in the Registration and Title System
These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.

To inform you that the Texas Department of Motor Vehicles, Vehicle Titles and Registration Division will begin capturing vehicle color through the <strong>Title Event</strong> in the Registration and Title Systems (RTS)
The functionality to capture vehicle color will be available in RTS Version 6.7.0 which is set for statewide release on May 2, 2011 and pilot release (i.e.: Hays County, Montgomery County, and Smith County) on April 20, 2011. The entry of the Major Vehicle Color will be mandatory on all new and used vehicle title transactions starting July 2, 2011; more information will follow in RTS Release Notes. The grace period from May 2 to July 1 allows counties to complete any pending dealer title transactions.
The Form 130-U, Application for Texas Certificate of Title, has been updated with two new form fields: "13. Major Vehicle Color" and "13a. Minor Vehicle Color (two-colored)." A Vehicle Color Chart has also been created. The revised Form 130-U and a Vehicle Color Chart will be distributed to all county tax offices and posted to the TxDMV website. Attached for your convenience is a sample of the new Form 130-U and the Vehicle Color Chart. Please note the vehicle color choices must be completed by dealers, in dealer sales, or customers in a private sale. Dealers and customers must select the color(s) from the list below that best resembles the vehicle color of the vehicle being titled
There are 16 vehicle color choices in RTS based on the National Crime Information Center standard:
The Major Vehicle Color is the primary color that covers most, if not all, of the vehicle. The Minor Vehicle Color is the secondary color that covers less of the vehicle (e.g. standard two-toned vehicles, custom paint job, etc.), and is only required to be entered into RTS if the customer has indicated two colors on the application. If the vehicle has two colors, the predominant color must be shown as the Major Color and the secondary color as the Minor Color. For camouflaged or multi-colored vehicles the two most predominant colors should be shown as Major and Minor Vehicle Colors.
Please distribute this information to your staff as appropriate.
- Any existing Form 130-U's may be used to capture vehicle color by having customers write in the vehicle color in the shaded box after bo x "12. Vehicle Unit No."
- Automated versions of the Form 130-U, Application for Texas Certificate of Title, created by the counties must be updated with the new fields listed above.
- RTS will not support the last two versions of DTA software on July 2, 2011.
- If a customer (private sale) presents an old Form 130-U, they may write in the vehicle color in the shaded colored box after box "12. Vehicle Unit No." This will preclude the buyer from completing sa "Statement of Fact" as previously mentioned.
