The latest update to the Motor Vehicle Title Manual (attached) is now available via RTS workstations, and at:

The following are brief highlights of the chapters updated in the July 2013 revision:

Based on the elimination of tonnage, reference to tonnage was removed from the manual and only the gross vehicle weight in pounds remains.

Chapter 3 - Fees
HB 2741 capped the Delinquent Transfer Penalty at $250 and was effective immediately. Section 3.3 “Delinquent Transfer Penalty” was updated to include the $250 cap.

Chapter 10 - Evidence of Ownership
Information regarding weight was updated to reflect the elimination of tonnage and to more closely resemble the language used in the Registration Manual for consistency. The Manufacturer's Rated Carrying Capacity section was eliminated and replaced with a Gross Vehicle Weight Rating section which includes information from RTB #013-13 and the Minimum Carrying Capacity Chart.

Chapter 13 - Vehicle Identification Numbers We added Section 13.14 “VIN Standards (Processing of ‘I’ and ‘O’).”

Chapter 25 - Reconstructed or Assembled Vehicles Clarifying language added in Section 25.14 “Replica” that assembled vehicles applying for Street Rod or Custom vehicle plates must follow the Assembled Vehicle procedures, provide the required documentation, and meet NHTSA standards (or be an original and verifiable component part from another vehicle).
