Subject: Registration Renewal Notice Print-Mail Schedule and National Change of Address (NCOA)
These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
PURPOSE
To provide information concerning the registration renewal notice print-mail schedule and the NCOA process for September 2006 through October 2007.
Texas Department of Transportation (TxDOT), Vehicle Titles and Registration Division (VTR) mails more than 18 million vehicle registration renewal notices annually. We have reformatted the registration renewal notice print-mail schedule for your convenience.
Renewal Notice/NCOA Processes:
- Each month, a file of approximately 1.6 million records is pulled from the master motor vehicle database and sent to a licensed NCOA vendor for processing. The NCOA vendor runs the list against approximately 160 million permanent change-of-address records provided by the United States Postal Service (USPS).
- Any changed addresses are printed in the renewal recipient field of the renewal notice and updated in the VTR mainframe records. The renewal recipient address file is changed permanently.
- The processed file is returned to the Technology Services Division at TxDOT for printing.
- The printed renewal notices are sent to a local mail-processing vendor who folds, inserts, and presorts the renewal notices. The vendor is required to complete the process within 20 working days.
- The renewal notices are sent to a USPS Bulk Mail Facility and are mailed approximately 60 days prior to the vehicle's registration
