Subject: Statewide Implementation of Registration and Title System (RTS) Version 5.2.5 Standard Presumptive Value (SPV).
These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
PURPOSE
To provide information regarding programming and procedures for the introduction of SPV.
DETAILS
RTS Version 5.2.5 provides programming for the introduction of SPV. This version includes new screen features, screens, and error messages. Access to the SPV will be returned to the county through RTS for passenger cars, trucks, and motorcycles.
COUNTY ACTION
The attached release notes and processing procedures describe the functional and procedural changes necessary to accommodate RTS version 5.2.5 and should provide adequate support for the user. If the SPV is not available or does not apply to a transaction, the county will simply accept the sales price on the Application for Texas Certificate of Title, Form 130-U and process the transaction using current procedure.
Also, to accommodate the requirement to record the SPV or the Appraisal Value on the Application for Texas Certificate of Title, Form 130-U, counties will no longer be able to use the Title Application Stamp on the RTS Title Application Receipts (please refer to Tax Assessor-Collector Letters 54-96 and 104-97).
