Subject: Introduction to Registration and Title System (RTS) Version 6.7.0
These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
PURPOSE
To inform you of changes to RTS and Internet Vehicle Title and Registration Service (IVTRS).
DETAILS
Updates to RTS and IVTRS to be covered in the RTS Version 6.7.0 Release Notes. The statewide release will be distributed the evening of Sunday, May 1, and will be available for use on Monday, May 2, 2011. The following are just a few of the exciting new changes included in this release:
SPECIAL PLATES: TEMPORARY INSIGNIA
We are very pleased to announce that at county request and with this release, a Specialty License Plate Temporary Insignia will print automatically when a specialty license plate is ordered and linked to a vehicle. This insignia will now be valid for 60 rather than 15 calendar days from the date of issuance.
The pre-printed 15-Day Temporary Permit (VTR-24-SP) will only be used in true "lights out" situations or in the event the connection to RTS is lost or the TxDMV server is down.
MULTI-YEAR REGISTRATION
With this release, Multi-Year Registration will be available for most new and used vehicle types and customers will have the option of paying registration fees for 12, 24 or 36 months at time of title transfer or registration renewal. Customers will also have the option to renew online, through IVTRS, for 12, 24 or 36 months in participating counties.
REGISTRATION FEE SIMPLIFICATION
HB 2553 (enacted during the 81st Legislative Session), included several key components to simplify and standardize many registration and license plate fees. A major part of the simplification was decreasing the number of heavy vehicle fees, from over 1,600 to seven, based on broader weight groupings. These fee changes do not go into effect until September 1, 2011; however, programming to accommodate the fee simplification is included in this release
