Subject: Electronic Lien and Title (ELT) Program.
PURPOSE
To advise of a policy change when an owner satisfies an electronic lien and requests a paper title.
DETAILS
Our previous ELT policy required a vehicle owner who had satisfied their electronic lien to pay for a Certified Copy or an Original Certificate of Title if they requested a paper title.
Effective immediately, a vehicle owner who has satisfied their electronic lien may obtain a paper title without incurring an additional fee. Vehicle owners have two options to obtain a paper title:

Submit an application for an original title with their local tax assessor-collector's office,or
-
Submit an application for a Certified Copy of Original title (CCO) at a TxDMV Regional Service Center, which may provide a vehicle owner with a CCO at no cost when an e-title remark is shown on the vehicle record. The applicant must submit required documentation.
This change in policy creates consistency and equity for vehicle owners and ELT lienholders to obtain a paper title.
COUNTY ACTION
County personnel should process in RTS as a no charge Corrected Title with the following required documents:
1. Form VTR-130-U with "No Change in Ownership" marked
2. RTS Vehicle Inquiry Receipt indicating e-title
