These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.

PURPOSE

To inform you of changes to RTS.

DETAILS

Updates to RTS to be covered in the RTS Version 6.8.0 Release Notes. The statewide release will be distributed the evening of Sunday, August 21st, and will be available for use on Monday, August 22, 2011. The following are just a few of the exciting new changes included in this release:

INVALIDATE REGISTRATION UPON DEALER TITLE TRANSFER

Effective, September 1st- SB 1057, enacted during the 82nd Legislative Session, requires that current registration be invalidated at the time a vehicle traded in to a Texas dealer is subsequently sold to a new owner. The legislation requires the dealer to collect registration fees for a minimum of 12 months (except for registrations with fixed expiration months such as Combination, which may be less than 12 months) at the time of application for Texas title. The proper calculation of registration fees will be based on the following two very important criteria:

  • Title Transaction Date
  • Dealer Number (General Distinguishing Number)

VEHICLE COLOR CAPTURED IN REGISTRATION EVENTS

With this release, capturing of vehicle color will be available in the following Registration Events:

  • Renewal
  • Exchange
  • Replacement

Additionally, vehicle color has been added to the Title – Status Change Event to allow for corrections to previously added vehicle color(s)

The entry of vehicle color is not required and will remain optional. As a reminder, the Major Vehicle Color is the primary color that covers most, if not all, of the vehicle. The Minor Vehicle Color is the secondary color that covers less of the vehicle (e.g. standard two-toned vehicles, custom paint job, etc.), and is only entered into RTS if the customer has indicated two colors on the application. If the vehicle has two colors, the predominant color must be shown as the Major Color and the secondary color as the Minor Color. For camouflaged or multi-colored vehicles the two most predominant colors should be shown as Major and Minor Vehicle Colors.

TEMPORARY (TIMED) PERMIT MODIFY

This change to the RTS Timed Permit Event adds a Permit Modify feature, which provides the county with the capability to make changes to temporary (timed) permits, which are outside of the void window.

Additionally, we are very pleased to announce that at county request and with this release, when issuing a One-Trip and/or 30-Day permit if the VIN entered is for a motorcycle the permit type will automatically default to Motorcycle.

TEMPORARY DISABLED PLACARD

An enhancement was added to the Placard Management Event at the request of the counties to eliminate the potential of abuse. This change provides that if an individual already has one temporary placard issued to them and requests issuance of a second temporary placard before the end of the first placards expiration, the second placard will be issued reflecting the same expiration date. The $5 fee will be collected regardless of the time remaining until the placard expiration.

If the individual needs another temporary placard for a new six month period it will require another Application for Persons with Disabilities Parking Placard and/or License Plate (Form VTR-214) to be completed by a physician.
