Delinquent Transfer Penalty – Programming Changes
PURPOSE
To inform you of programming enhancements for ownership documents and processing instructions when collecting the Delinquent Transfer Penalty for vehicles registered with Exempt license plates. This also provides updates to RTB # 001-12 and RTB # 008-12.
DETAILS
In RTB # 008-12, we advised you that the Registration and Title System (RTS) did not allow the collection of the Delinquent Transfer Penalty when Foreign Evidence, Heirship Form, Military Registration, or Repossession was selected as the ownership document.
Programming changes to collect the Delinquent Transfer Penalty will be implemented with the May 2012 RTS Plates release, available on May 29th. With these programming changes, RTS will allow the collection of the Delinquent Transfer Penalty when any of the following ownership documents are selected on the Evidence of Ownership (TTL011) screen:

Due to complex programming, one change that we were unable to accommodate at this time was the collection of the Delinquent Transfer Penalty if the vehicle was previously registered with Exempt license plates. This change will be implemented in a future RTS release.
COUNTY ACTION
Continue collecting the Delinquent Transfer Penalty through Additional Collections when processing an ownership transfer from an Exempt registered vehicle to Non-Exempt registered vehicle that should incur the penalty. Making a change to either the Delinquent Transfer Penalty or Delinquent Sales Tax Penalty (TTL012) will require a Supervisor Override.
