New Certified Lienholders Approved for Electronic Lien Title (ELT) Program
These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
The department has approved several new certified lienholders to participate in the ELT program effective August 31, 2012. Attached is a list of the new lienholders.
A current certified lienholder list is available on TxDMV's website. For your convenience, the information is in a printable document format with the latest revision date referenced at the bottom of each page. Each new certified lienholder will appear on the list after approval.
The certified lienholders list may be accessed from TxDMV's website at www.TxDMV.gov by selecting the blue tab "Business Info." Under the heading, "Title Lienholders," select "Electronic Lien and Title." Finally, under the heading of "More Information," select "Certified Lienholders."
After displaying the file "certified_lienholders.pdf" click on your browser's "Refresh" button to make sure you are viewing or printing the most recent version.
REMINDER NOTE:Electronic liens recorded on Texas motor vehicle records must be released electronically by the lender at the time a lien is paid in full, as specified in the Electronic Lien Title Specifications Document. If a third party pays off the lien, the lender must release the lien electronically and request a paper title to be printed and mailed to the third party.

The titles are printed on 8 x 10 inch security-featured paper with the 8-digit control number printed in red ink in the upper right corner. A sample title is attached for your review along with a bulletin detailing the control numbers of other titles that have gone missing or been stolen over the past several years.
