Update to the Electronic Lien and Title (ELT) Program
PURPOSE
To inform you of an update to the ELT Program that automates the printing of a paper Texas title when a lien is satisfied.
DETAILS
RTS version 6.9.0 updated the ELT program to simplify the process for an owner to obtain a paper title when a lien has been satisfied. Previously, only recorded owners were required to request a paper title through your office or a Regional Service Center after the lien was electronically removed from the vehicle record.
With this update, the electronic record is automatically converted from an e-title to a paper title and mailed to the recorded owner or third party, when the department receives an electronic release of lien notification from an e-lienholder. This automated step eliminates the requirement for the owner to obtain a no charge Certified Copy of Original (CCO) Title or request the original title after a lien has been satisfied.
COUNTY ACTION
Do not accept a paper release of lien when the motor vehicle record indicates an active "E-TITLE." If a customer requests a paper title and the lien was satisfied prior to the ELT program update with RTS version 6.9.0, a no charge corrected title should be processed through RTS as stated in RTB #033-11. Do not process no charge corrected titles for liens released after February 13, 2012.
