These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.

PURPOSE

To notify you of a programming change to the ELT system and the way a title is printed following an electronic release of lien to a third party.

DETAILS

Previously, when an electronic release of lien to a third party was received on an active ELT, a paper title was printed in care of (c/o) the third party’s name and address in the OWNER field of the title and on the “mail tab.” The c/o information was also stored in the owner’s name and address portion of the department’s Motor Vehicle Record.

In conjunction with the release of RTS 7.1.0, a change has been made to the Electronic Lien Title System that affects the way paper titles are printed following the electronic release of lien to a third party. The change will improve transparency when determining toll and parking violation responsibility and protects third parties from the actions of a previous owner.

When an electronic release of lien to a third party is received, the third party “c/o name and address” information no longer appears in the owner’s name and address fields of the department’s Motor Vehicle Record or prints on the face of the title. Instead, the c/o information only prints on the mail tab portion of the title document and on page 2 of the Form 500, Electronic Title Lien Release Evidence (sample attached). The Form 500 is immediately placed into title history following an electronic release of lien.

COUNTY ACTION

For questions regarding a printed title sent to a third party following an electronic release of lien, please coordinate with your local Regional Service Center to review title history.
