Subject: Assignment of Vehicle Identification Numbers

PURPOSE

To implement Sections 47 and 48 of House Bill 2741.

DETAILS

Sections 47 and 48 of House Bill 2741 amend Texas Transportation Code, Sections 501.032 and 501.033.

Currently, the department assigns Vehicle Identification Numbers(VINs)to a travel trailer, a trailer or semitrailer, or an item of equipment, including a tractor, farm implement, unit of special mobile equipment, or unit of off-road construction equipment, on which a VIN was not die-stamped by the manufacturer, or on which a VIN die-stamped by the manufacturer has been lost, removed, or obliterated.

Effective September 1, 2013, the department may also assign VINs to frames. Also, VINs may be assigned to motor vehicles if a VIN has never been assigned (accompanied by Form - 68A) and satisfactory evidence of ownership is presented. This removes the requirement for an applicant to obtain a court order mandating that the department assign a VIN for homemade trailers.

A court order will still be necessary if the VIN is removed, altered, or obliterated.

To avoid a duplicate VIN, the statute clarifies that only the department may issue a VIN. The $2 fee must accompany each application.

COUNTY ACTION

Refer customers in need of an assigned VIN to the nearest TxDMV Regional Service Centerfor proper VIN assignment. This statute prohibits any other governmental entity from issuing VINs.
