These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.

PURPOSE

To provide information regarding a title revocation project that will revoke titles and place legal restraints on the records.

DETAILS

The FBI recently indicted several individuals in Texas as part of a motor vehicle title investigation known as Operation Title Sweep, where title brands were "washed" by using fraudulent mechanic liens. The Texas Department of Motor Vehicles (TxDMV) has been working with the FBI to identify vehicles currently titled in Texas that were part of this investigation. The Vehicle Titles and Registration Division (VTR) will soon begin sending notifications to owners and lienholders (see attached) advising that their vehicle title is missing one or more of the following brands:

  • Salvage
  • Rebuilt Salvage
  • Flood Damage
  • Not Actual Mileage
  • Nonrepairable
  • Total Loss Claim Paid

VTR is revoking these titles and placing a legal restraint remark on the records which states, "TITLE REVOKED" and "LEGAL RESTRAINT – CONTACT TxDMV (TRSalvage)." In addition, the title records are being marked with appropriate brand(s). Upon return of the incorrect title the department will issue a corrected title with one or more of these brands.

COUNTY ACTION

Please distribute this information to your staff, as appropriate. If a customer requests a corrected title for one of these vehicles, please contact your local VTR Regional Office before processing as a "no charge" correction.
