These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.

PURPOSE

To inform you of upcoming changes to RTS.

DETAILS

There are several updates to RTS that are covered in the RTS Version 7.3.0 Release Notes. The statewide release will be distributed on the evening of Sunday, September 15, 2013, and will be available for use on Monday, September 16, 2013. The following are some of the new changes included in this release:

Capture of Owner’s Identification

During the 82nd Legislative Session, HB 2357 and HB 2017 were passed requiring that identification be presented for initial registration and titling of vehicles. To further comply with these statutes and to continue to move towards an electronic title system, the owner’s Driver License/ID Card, Passport, U.S. Military, U.S. Immigration/DOJ, Department of State or Department of Homeland Security ID information is required to be entered on the Owner Entry (TTL007) screen when processing a title transfer. Refer to RTB 024-13 for acceptable ID types and RTB 031-13 for capturing ID information on the 130-U.

Optional Titling of Trailers

HB 2741, passed during the 83rd Legislative Session, authorized the department to issue a title for a trailer that has a gross vehicle weight of less than 4,000 pounds, if all other requirements for issuance of a title are met, including assignment of a TxDMV issued Vehicle Identification Number (VIN). The application for title is optional at the owner’s discretion. Refer to RTB 028-13.

Disabled Veteran (DV) Plates

With the removal of tonnage in RTS 7.2.0, the issuance of DV plates for vehicles in excess of 18,000 lbs. gross vehicle weight was eliminated. As a result of a legislative request, programming has been included with this release to again allow for the issuance of DV plates (first set only) on vehicles with a GVW in excess of 18,000 lbs. This change does not include DV additional plate sets or DV plates with the International Symbol of Access.

Multi-Year Registration

HB 2305 passed during the 83rd Legislative session and will become effective March 1, 2015. The bill eliminated the inspection sticker and requires the vehicle owner to have passed an inspection within 90 days prior to registration expiration.

A multi-year registration renewal option for 24 or 36 months was previously available for most vehicle types in IVTRS; however, in preparation for the combined registration and inspection sticker, online renewals are now only available for 12 month periods. In addition, the renewal notice message "You may renew this registration for more than one year online or at your county tax office" will no longer appear.
