Subject: TxIRP Processing Information



These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.


To provide you with information on how International Registration Plan (IRP) funds will be processed, reported, and transmitted in the Registration and Title System (RTS)


The new TxIRP system will be implemented statewide in mid-September 2006. This new system changes the IRP funds processing. Counties will no longer receive the customer's check and invoice directly from the Vehicle Titles and Registration Division (VTR) regional offices. County IRP funds will be transferred daily via electronic funds transfer (EFT) for those counties that accept electronic transfers. Counties not using EFT will be mailed warrants daily. Counties will receive a new report, the County IRP Transmittal Invoice Report RTS.ITF.7472 (sample attached), every Thursday to assist in reconciling accounts.


Please share the attached information describing the county processing changes associated with TxIRP with your county treasurer and auditor.

Counties desiring to participate in EFT, or those wanting to open a separate account for these daily transfers, should contact the VTR Systems Services Help Desk at 1-877-933-2020 to provide the account information.
