Subject: TexasSure Vehicle Insurance Verification Implementation in RTS



These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.


To introduce the functional and procedural changes in RTS (version 5.6.1) to implement an automated method of verifying financial responsibility status for vehicles. This release will be distributed the evening of Tuesday, May 27, and will be available for use on Wednesday, May 28, 2008.


SB 1670 enacted by the 79th Legislative Regular Session provides for the ability to verify vehicle insurance at the point of sale. The Vehicle Titles and Registration (VTR) division is participating with other state agencies in a joint effort titled TexasSure, a method of financial responsibility verification. This system will also be used during stops by law enforcement and eventually for driver's license applications and renewals.

During the registration application process, after county staff enters the vehicle's VIN or license plate number, RTS will automatically check the TexasSure database. A message of:

  • Verified (indicates a match was found, no further verification needed)
  • Verify Manually (indicates a match was not found and is always highlighted in RED) or
  • Not Applicable (indicates proof of insurance is not required)

will be displayed at that point. This database check will be transparent to the RTS user, and should only take a few seconds (much like SPV).

If the TexasSure application returns "Verify Manually," you may still accept a valid insurance card or other acceptable proof of insurance as you do today.

The application response of "Not Applicable" applies to vehicles exempted by statute, such as trailers, semi-trailers, machinery, etc. A list of registration class codes that do not require insurance verification is included in the Release Notes (see attachment).

County action is only required for the "Verify Manually" response. County staff will accept a valid insurance card or other proof of insurance from the customer as you do currently.
