NMVTIS Title Reference Chart

These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state’s vehicle titling and registration process.


To provide you with the information needed to capture the surrendered title information in conjunction with the Registration and Title System (RTS) 7.4.0 Release.


With the full implementation of the National Motor Vehicle Title Information System (NMVTIS), in conjunction with the RTS 7.4.0 Release on April 22, 2014, the title information of the surrendered ownership evidence must be captured for validation through NMVTIS. As a result, the following Ownership Evidence Surrendered (TTL017) screen has been created to capture the required information.

Ownership Evidence Surrendered Screen (TTL017)

The collection of the surrendered title information fields (State/Cntry, Title No, and Issue Date) is contigent upon which ownership evidence type is selected on the Ownership Evidence (TTL011) screen. The Ownership Evidence Surrendered (TTL017) screen will only appear when one of the following are selected on the TTL011 screen:

  • Out-of-State Title
  • Out-of-State Salvage Cert
  • O/S Salv Cert of Title
  • Foreign Evidence
  • Government Bill of Sale
  • Heirship Form

Depending on the selection, the Title No. or Issue Date fields may or may not be mandatory; however, if present on the surrendered ownership document, it must be captured. The State/Cntry field is mandatory in all situations. The “Enter” button on the TTL017 screen will become enabled once all mandatory fields have been entered.

The previous Texas title information will automatically carry forward and not require manual entry when a Texas record is used to build the new record in RTS and one of the Texas title types is selected on the Ownership Evidence (TTL011) screen. When a Texas record is used to build the new record in RTS and Heirship Form is selected on the TTL011 screen, the Texas title information will be pre-populated on the TTL017 screen. Even when building on an existing Texas record, the Texas information must be cleared from the TTL017 screen when an out-of-state or foreign evidence ownership document is surrendered to complete the transfer.

If you select the incorrect type of ownership evidence, the Ownership Evidence Surrendered (TTL017) screen may not display. This will prevent you from capturing the required surrendered state’s or jurisdiction’s title information. Not capturing, or incorrectly capturing, the surrendered title information will likely result in the transaction appearing on your NMVTIS Inquiry Error Report.

A “NMVTIS Title Reference Chart” job aid is attached that will assist you with each state’s abbreviation, title number length, the location of the title number on the document, and important notes. Further information will be available in Chapters 6 and 7 of the NMVTIS Guide. The NMVTIS Guide provides details regarding the entry of title numbers and includes a title sample from each of the 49 states and Washington, D.C. The Title Number and Issue Dates are identified on each sample.


In preparation for NMVTIS, please review the attached “NMVTIS Title Reference Chart” job aid and distribute to your staff.
