Subject: 2011 and Future Model Year Manual Corrections.
These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
PURPOSE
Previously we advised you that some manufacturers were recycling portions of the vehicle identification number, specifically the 10th digit denoting the year model. We were recently notified of additional manufacturers that are also recycling this digit. Further research indicates this issue will continue with 2012 year model vehicles.
DETAILS
In addition to new Subaru and Hyundai vehicles, the following manufacturers have also notified us that they are incorrectly coding as 1981 year models:

Updates to the RTS VIN decoding programming are required in order to recognize these changes. As notification of such changes are often sporadic, it may take some time for the system reprogramming to accommodate the change. As a result, you may encounter vehicles in the future with model years that do not code properly in RTS.
COUNTY ACTION
Verify the vehicle information, paying particular attention to the year model on all Manufacturer's Certificates of Origin. If you encounter a vehicle in the future that is not coding properly, please correct the coding error manually.
